EF Commander is a file/folder browser for Windows. This can be used to do copy and move files between folders easily. The application has an audio player with a playlist and ID3 Tag support.
You can extend the functionality of the program with external plugins. Supported formats include WLX, WCX, WFX and Winamp decode plugins.

I would add one more point at the CONS though: it requires ADMIN rights on the PC for the installation.
A portable version would be really helpful (if it does not exist yet).
